SMIC Announces Appointment of Professor Wang as The Chairman of the Board

Strives to Enhance Corporate Governance and Transparency

July 28, 2005, Shanghai - Semiconductor Manufacturing International Corporation ("SMIC" or the "Company"; SEHK: 0981; NYSE: SMI) announced today that in compliance with the "Code on Corporate Governance Practices" contained in Appendix 14 of the Rules Governing the Listing of Securities on the Stock Exchange of Hong Kong Limited, the Board of the Company has elected Professor Yang Yuan Wang ("Prof. Wang") as the Chairman of the Board to succeed Dr. Richard Ru Gin Chang ("Dr. Chang") with immediate effect.

Prof. Wang serves the Company as a non-executive director since 2001 and has over 40 years of experience in the semiconductor industry. Prof. Wang is also the Chief Scientist of the Microelectronics Research Institute at Beijing University, and a fellow of the Chinese Academy of Sciences, of The Institute of Electrical and Electronics Engineers (USA) and of The Institute of Electrical Engineer (UK).

Prof. Wang said, "I look forward to serving as the Chairman of the Board of SMIC. Leveraging on my industry knowledge, I will deliver my best in upholding the best practice and driving the growth of SMIC."

Commenting on the appointment, Dr. Chang, CEO of the Company, said, "We have always been embracing our commitment in enhancing the quality of the Board.
